Job Title: Chief People Officer Pay Range: $72.18 – $120.30 Job Description: TTFC is a holdings company with a family of subsidiaries, composed of approximately 180 FTE. TTFC Human Resources provides HR-related support for the subsidiaries, with each operating in unique business lines. TTFC is anticipated to expand into the federal contracting space in the next 12–18 months. The Chief People Officer is responsible for all aspects of the TTFC Human Resources department, overseeing and participating in the administration of hiring, retention, discipline, personnel records, legal compliance, compensation, benefits, and long-term staffing strategies. Responsibilities include development and administration of personnel rules, policies and procedures, pay and job classification structures, and programs for employee training, safety, health, and morale. The Chief People Officer works within applicable federal, state, and tribal regulations as well as established company policies, procedures, and philosophies. We are seeking a transformative Chief People Officer to guide our evolution from a former tribal government centric organization to an agile, innovation-driven non-gaming economic development/corporate focused tribal powerhouse. Employee Classification: Exempt Reports To: TTFC Chief Executive Officer Supervises: TTFC Human Resources Staff Education: Bachelor’s Degree in Human Resources or a relevant field of study is required. Master’s degree in Human Resources or a relevant field of study is strongly preferred. Human Resources certification (HRCI, SHRM-CP, SHRM-SCP, or PHR/SPHR) is required. Experience: Minimum of nine (9) years of progressive human resources leadership experience. Experience administering compensation programs, as well as recognition and engagement initiatives within human resources. Experience working with electronic records systems is required. Experience with a Tribal organization and ability to interact with a diverse employee culture is preferred. Experience working in a multi-entity organization with a shared services model is preferred. Experience managing a PEO (professional employer organization) is preferred. Experience working in a government contracting (GovCon) or federal contracting environment would be a plus. Skills: Strong knowledge and experience in employee relations, compensation, organizational planning, recruitment, policy writing, health and safety, employee engagement, retention programs, and employee development. Strong knowledge of business and management principles related to strategic planning, resource allocation, HR modeling, leadership techniques, production methods, and coordination of people and resources. Ability to balance transformation pace with organizational readiness. Proficiency with electronic records systems and the Microsoft Windows environment (Excel, Adobe Acrobat, Word, Outlook). Other Requirements: Strong knowledge of HR management principles, standards, and practices. Knowledge of organizational planning, analysis, and evaluation of programs, policies, and procedures. Knowledge of and ability to ensure compliance with local, state, and federal laws. Ability to work weekends, evenings and/or holidays as needed or requested. Demonstrated ability to serve as a resource to the Executive Leadership team and provide organizational leadership and direction. Specific Job Performed: Lead the transition of TTFC HR from a government-based function to a corporate HR department by implementing modern systems, workflows and policies that support a multi-entity, for-profit business environment. Assess existing HR processes and replace outdated, paper-based systems with digital and automated solutions, including HRIS and electronic record-keeping, driving digital transformation of HR and the employee experience. Act as a change agent and introduce innovative HR solutions to improve efficiency and employee experience. Lead, mentor and develop HR staff to create a high-performing team that supports modernization and growth. Develop formal processes and workflows to increase efficiency and consistency across HR functions. Manage HR operations with guidance from the Handbook and policies. Develop and manage a reliable HR team aligned with TTFC’s goals, mission and values. Provide guidance and coaching to leaders and employees to foster a positive work environment and strong performance. Manage and participate in job descriptions and classification specifications. Recruiting and hiring, including testing and employment verifications and related matters. Develop and implement a structured onboarding program. Formulate procedures for records management and retention. Review records and staff work to ensure accuracy and timeliness. Maintain awareness of HR trends and legal issues affecting the organization. Propose organization-wide policy changes to address HR concerns. Investigate employee complaints per policies (e.g., discrimination, harassment). Direct retirement, separation or dismissal processes, including exit interviews. Serve as internal liaison to leaders to ensure adherence to HR policies while maintaining compliance. Plan employee relations activities to boost morale and teamwork. Develop and deliver employee training on harassment prevention, safety, compliance, leadership, and development. Develop and oversee a Health and Safety program. Manage employee recognition and appreciation events. Communicate policy changes and related information to staff. Oversee call-in processes and related documentation. Represent TTFC in unemployment hearings and related matters within Tribal Court, providing documentation and testimony as required. Administer the Qualified Medical Leave (QML) program with compliant documentation. Design and implement recruitment and retention strategies across all TTFC companies. Build formal recognition programs to promote engagement and culture. Act as HR liaison between Quil Ceda Village, Tulalip Tribal Government, Tulalip Gaming Organization and staff for collaboration. Serve as a strategic advisor to executive leadership, aligning HR initiatives with corporate objectives, including federal contracting opportunities. Maintain confidentiality and ensure staff uphold confidentiality. Prepare and manage the HR department annual budget. Performs other duties as assigned.
