Job Description
The Senior Policy Analyst has the responsibility to lead high-level policy initiatives, develop advocacy strategies, engage directly with Legislative and Congressional offices, state and federal agencies, and provide supervision and mentorship to junior policy staff. The Senior Policy Analyst provides policy analysis, input on state and federal legislative affairs, builds subject matter expertise, promotes Tribal priorities, and related functions to support ANHB's mission and vision. The Senior Policy Analyst provides technical assistance to elevate the advocacy and policy recommendations of the Alaska Tribal Health System. The Senior Policy Analyst works under minimum of supervision, directs the policy team, serves in advisory capacity to the President/CEO and Chief Financial Officer.
Key Responsibilities:
Provides high level communications between ANHB leadership, committees, state and federal governmental agencies and partner organizations.
· Prepares legislative alerts and written summaries of key policy and advocacy information.
· Facilitates conversations on health policy and advocacy activities with committees, workgroups and meetings.
· Coordinates and participates in committees, Tribal prep meetings and provides technical staff support as assigned.
· Works with leadership guidance on the state and federal legislative strategy for ANHB.
· Responds quickly to time sensitive policy and advocacy opportunities.
· Oversee the database/matrix of legislative and policy information.
· Works collaboratively to create an organization that is proactive, able to process decisions, and communicates effectively, efficiently and consistently.
Provides verbal and written technical reports and analysis of Tribal Health-related policies, legislation, regulations, etc. for the development of positions and policy briefing papers.
· Delivers verbal updates, creates presentations, and reports on policy and advocacy needs and outcomes.
· Prepares resolutions, letters, reports, submissions, briefs, research, position papers as policy responses are required.
· Review incoming and outgoing correspondence, memoranda, reports, information and coordinate the flow of information.
· Analyzes, evaluates, and participates in both state and federal budget development and appropriations for Tribal health-related programs.
· Writes legislative and congressional testimony, position papers, and impact analysis evaluations.
· Prepares, plans for, and attends quarterly meetings, relevant events and conferences related to Tribal health as assigned.
· Develops expertise on content and process of legislation and requirements of key programs such as Medicare, Medicaid, State Children's Health Insurance Program, Affordable Care Act, Indian Health Care Improvement Act, and other major health initiatives of interest to constituency.
· Prepares quarterly reports summarizing policy and advocacy activities.
Provides staff direction including supporting planning efforts and facilitating statewide sessions.
· Provides mentorship and supervises policy staff and policy interns.
· Prepares, plans and attends quarterly ANHB meetings including other meetings and conferences related to Tribal health concerns, as assigned.
· Participates in hearings, attends legislative meetings and provides staff support, as assigned.
· Participates in ANHB’s short and long-term strategic planning.
· Assists with special projects as assigned by the Chief Financial Officer and President/CEO.
