This is a Contractor SAP/SCI Security Officer (CSSO) position working in support of Special and SCI Programs at Raytheon's Portsmouth, RI site. The CSSO exhibits the dedication and expectation of a seasoned security professional while working and making decisions independently without direct supervision. Additional assignments include document & media control, data transfers, visitor control, maintaining security files, handling & processing classified documents, and other security support activities as assigned by the Senior Security Manager. The CSSO is expected to prepare and conduct Program Security Awareness Briefings, develop security plans, goals, and objectives to comply with existing directives and future requirements. This position requires a strong working knowledge of the Special Programs Security Core Functional Areas such as Security Management, Personnel Security, Accountability, Information Security, Physical Security, Access Control, Transmission, Security Education, Contracting, and Guard Force responsibilities.

What You Will Do

  • Understand, implement and ensure compliance with DoD Manual 5205.07, 5220.22-M NISPOM, Intelligence Community Directives (ICDs), and related Industrial Security guidance manuals or Program Security directives
  • Professionally and effectively interface with Raytheon program managers and government officials to obtain rulings, interpretations, and acceptable deviations or waivers for compliance with regulations.
  • Make decisions and provide timely inputs that impact critical goals and objectives of the business.
  • Review contractual (SOW, CDRL, etc.) documents, internal directives, and external customer directives for security applicability, impact analysis, and make recommendations to Program Management.
  • Perform duties as the Top Secret Control Officer (TSCO).
  • Provide oversight of security related Standard Operating Procedures (SOP), OPSEC Plans, Program Protection Plans (PPP), Program Protection Implementation Plans (PPIP).
  • Actively participate in proposal activities and serve as the area Special Programs SME.
  • Partner with cross functional organizations to support business objectives.
  • Implement a self-inspection program to include evaluating findings and direct the implementation and re-evaluation of the corrective action(s).
  • Actively participate in Government security compliance inspections.
  • Investigate security infractions/violations, prepare reports specifying the potential for loss or compromise, and provide associated corrective actions.
  • Collaborate with and assist the ISSO/ISSM on implementation of JSIG requirements and approved sanitization procedures for hardware and test equipment.
  • This position may work extended hours and weekends. Local travel, throughout New England may be required. Other travel may be required on a limited basis.

Qualifications You Must Have

  • Experience specifically with implementing SAP/SCI security compliance.
  • Bachelor's degree in related field, with an additional 5 years of related work experience.
  • Hiring manager will, accept, in lieu of degree, 4 years of relevant work experience, and an additional 5 years of related work experience (totaling 9 years).
  • An active and transferable U.S. government issued, final Top Secret, security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

  • Membership in professional organizations (CSSWG, ASIS, etc) and professional certifications
  • Understanding of customer SAP/SCI security and acquisition structuresw/DISS and JADE user experience
  • Excellent writing and verbal communication skills, and the ability to perform effectively in a unique multi-program environment
  • Experience with Basis of Estimates (BOEs) for existing work and contract bids
  • Recent CI Polygraph

The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
